March 10, 2020

The Cumberland County Board of Education met in regular session on Tuesday, March 10, 2020, at 6:30 p.m., in the Central Services Board Room, with the following board members present:
Alicia Chisolm, Greg West, Susan Williams, Carrie Sutton, Joseph Sorce, Judy Musgrave, Charles McKellar, and Donna Vann.

Others present were Superintendent Marvin Connelly, Associate Superintendents, Mary Black, Ron Phipps, Betty Musselwhite, Lindsay Whitley, Joe Desormeaux, Clyde Locklear, and Stacey Wilson-Norman; Board Attorney Nick Sojka. Representatives of the principals association, district PTA representative, representatives of the NCAEOP, NAACP, CCAE, Child Nutrition Services, Retired School Personnel, representatives of various fraternities and sororities and representatives of the teacher assistants association were also in attendance.

1. OPENING ITEMS

Chairman Alicia Chisolm called the meeting to order at 6:30 pm.

Charles McKellar led our Pledge of Allegiance, followed with the invocation by Greg West.

After the pledge, Mrs. Chisolm called for a moment of silence in remembrance of Mrs. Porcha McMillan and asked for continued prayers for her family.

2. RECOGNITIONS

The Board RECOGNIZED Student Ex-Officio Officers, Emma Nobles, Student Government Officer from Massey Hill High School and Cole Bright, Student Government Officer from Terry Sanford High School. Emma and Cole were given the opportunity to address the Board on a topic of their choice.

The Board RECOGNIZED Extra Mile Award Winner, Ewrick McKoy, from Cashwell Elementary.

The Board RECOGNIZED Committed Community Support Award Winner Dr. Vivian Rhone.

The Board RECOGNIZED South View High Cheerleading Coaches Association State Champions.

The Board RECOGNIZED Terry Sanford High Bowling State Champion Bowlers.

The Board RECOGNIZED Gray’s Creek High State Champion Bowling Team.

The Board RECOGNIZED 55-meter Wheelchair NCHSAA Indoor Track State Champion.

The Board RECOGNIZED Cape Fear High School State Champion Wrestlers.

3. Superintendent’s Update / District Highlights – Dr. Marvin Connelly

Superintendent Dr. Connelly shared the following update with the Board:

  • Dr. Connelly shared brief comments with everyone regarding exciting things happening throughout our school system. He shared a video highlighting our committed community that came together to celebrate Read Across America Week.
  • Dr. Connelly cut his comments short to allow time for Mary Black, Joe Desormeaux, Lindsay Whitley, and Shirley Bolden to provide a brief update on the precautionary measures we are taking in response to COVID-19.

5. ADOPTION OF THE AGENDA

Upon a motion by Susan Williams, seconded by Joseph Sorce, the Board members present adopted the agenda unanimously.

6. Chairperson Alicia Chisolm called for a motion to APPROVE the CONSENT AGENDA.

Upon motion by Donna Vann, seconded by Carrie Sutton, the Board members present unanimously approved the CONSENT AGENDA.

6.07 CONSIDER Approval of Addendum to Auditor's Contract as recommended by the Finance Committee
6.08 CONSIDER Approval of the Consulting Agreement Extension with Fairbanks LLC as recommended by the Finance Committee

8.1 The Board RECEIVED information regarding Policy Code 3460 Graduation Requirements
Greg West made a motion to approve the Revised Policy Code 3460. Susan Williams seconded the motion and the Board approved unanimously. additional vote on 10.1
8.02 The Board RECEIVED information regarding Regulation Code: 3460-R1 Calculating Credits for Transfer Students and Differentiated Diploma Pathway

9. DISCUSSION AGENDA: Budget/Finance Committee Report – Greg West

10. DISCUSSION AGENDA: Policy Committee Report – Joseph Sorce
10.01 CONSIDER Approval of New/Revised Policy 3460 
Upon a motion by Greg West to approve Policy 3460, seconded by Carrie Sutton, the Board unanimously approved the first reading.

15.01 Board Members’ Update
(Limited to comments regarding school system business and school systems events only)
After a recent visit to the Transportation Department, Mr. Sorce shared that he was very impressed with the efficiency of the entire department.

15.02 Chairman’s Update
Mrs. Chisolm again congratulated our individuals recognized this evening. She thanked everyone for attending our meeting this evening and hopes to see everyone at our next meeting on April 21, 2020.
