November 12, 2019

The Cumberland County Board of Education met in regular session on Tuesday, November 12, 2019, at 6:30 p.m., in the Central Services Board Room, with the following board members present:
Donna Vann, Alicia Chisolm, Porcha McMillan, Susan Williams, Carrie Sutton, Charles McKellar, Joe Sorce, Judy Musgrave, and Greg West.

Others present were Superintendent Marvin Connelly, Associate Superintendents, Mary Black, Ron Phipps, Clyde Locklear, Betty Musselwhite, Lindsay Whitley, Joe Desormeaux and Stacey Wilson-Norman; Board Attorney Nick Sojka; representatives of the principals association, Ft. Bragg Liaison, district PTA representative, representatives of the NCAEOP, NAACP, CCAE, Child Nutrition Services and representatives of the teacher assistants association.


Chairman Donna Vann called the meeting to order at 6:30 pm.

Our Pledge of Allegiance was led by Charles McKellar, followed with the invocation by Carrie Sutton.


The Board RECOGNIZED Student Representatives Nyla Travis-Dumas, Student Government representative from Seventy-First High School and Aniyah Hair, Student Government Representative from Cape Fear High School. Nula and Aniyah were given the opportunity to address the Board on a topic of their choice.

The Board RECOGNIZED Caitlin Hunt as the Extra Mile Award Winner for this month.

The Board RECOGNIZED Rebecca Criste as Outstanding Elementary Mathematics Teacher

The Board RECOGNIZED Ryann McKay for receiving the Educator Excellence Award for the NC English Teachers’ Association

The Board RECOGNIZED the Harbor Freight Tools for Schools 2 nd Place ($50,000) Award Winner Henrietta Jutson



Three citizens spoke tonight: Carmella McKeller-Smith, Mary Bethel and Evita Rodriguez


Upon a motion by Greg West, seconded by Alicia Chisolm, the agenda was adopted unanimously by the Board.

5. Chairman Donna Vann called for a motion to APPROVE the CONSENT AGENDA.

Upon motion by Susan Williams, seconded by Joseph Sorce, the Consent Agenda was unanimously approved by the Board.

5.13 CONSIDER Approval of Budget Amendments as recommended by the Finance Committee
5.14 CONSIDER Approval of Fund Balance One Time Expenditures as recommended by the Finance Committee

7. DISCUSSION AGENDA: Student Services Committee Report – Susan Williams
Report from Lt. J.W. Mitchell, Special Victims/Youth Services Unit, Cumberland County Sheriff’s Office
Lt. Mitchell provided the Board with good news regarding the decrease in reported offenses involving our students. He thanked Dr. Connelly for his leadership encouraging diversion practices and disciplinary measures being handled at the school level, thus resulting in fewer reports to law enforcement.

8. DISCUSSION AGENDA: Budget/Finance Committee Report – Greg West
Approval of Fund Balance Policy Carrie Sutton made a motion to approve the Fund Balance Policy as presented. Susan Williams seconded the motion and the Board unanimously approved.

8.02 CONSIDER County’s Proposed Current Expense Funding Agreement Porcha McMillan asked for clarification regarding the item presented. Nick Sojka and Greg West shared the explanation requested. Carrie Sutton made a motion to approve the CCBOE Resolution in Response to the County’s Proposed Funding Agreement. Joseph Sorce seconded the motion and the Board unanimously approved.

14.01 Superintendent’s Update – Dr. Marvin Connelly
Dr. Connelly began his comments by thanking the Board for the opportunity to serve as the leader of our great school system.

He then shared highlights of the many great things happening across our school system:

  • More than 1,000 people from across the county attended the Nov. 2 CCS’ Choice Fair that took place at E.E. Smith High School.
  • The Superintendent’s first Teacher Advisory Council meeting “Conversations with Connelly” was held this month. This gathering gave Dr. Connelly the opportunity to hear directly from teachers about the ways to improve the district.
  • Superintendent’s Student Voices meetings continue each month
  • Westover High School recently held a military career exploration day that proved to be a huge success.
  • The Exceptional Children’s Department recently hosted a Meet-and-Greet session, which gave parents an opportunity to talk with staff, and have their questions answered.
  • Fayetteville State University, in partnership with CCS’ CTE Department, recently sponsored a very successful Youth Empowerment Summit for Entrepreneurship. The gathering provided students with real-world experiences to prepare them to be globally competitive.
  • Today, which was the ‘first day’ for T.C. Berrien Elementary students at W.T. Brown Elementary School. The staffs from Berrien, Brown and Central Services worked diligently to make the transition a good one for the students.

Dr. Connelly acknowledged the November Celebrations:

  • Month of the Military Child
  • Native American Month
  • Thanksgiving – The Thanksgiving holiday will be celebrated on Thursday, November 28 and Friday, November 29. The day before Thanksgiving, Wednesday, November 27 will be an optional teacher workday.

In closing, Dr. Connelly shared a video highlighting the Nov. 2 Inaugural Veterans Day Program that honored employees who have served in the U.S. Armed Forces.

14.02 Board Members’ Update
Alicia Chisolm shared that she recently attended both the Choice Fair and Fire Academy events. She was proud of the work surrounding both of these events. She stated that she hopes students will get involved in the Fire Academy and stay here to serve our community upon graduation.
Also today, Mrs. Chisolm visited W.T. Brown/T.C. Berrien Elementary and attended part of their School Improvement Team meeting. She pledged her support for the staff and student success.

14.03 Chairman’s Update
Donna Vann thanked Lt. Mitchell for joining us this evening and providing his report to the Board.
Mrs. Vann stated she also attended the Fire Academy event today. She praised the cooperation between City, County and CTE personnel. Mrs. Vann further stated that things are not perfect in CCS; however, we are working on improvement daily. Things do not happen overnight. Our system is great and the leadership we have now along with our strategic planning will move us to success for all students, helping them to reach their maximum potential.

Mrs. Vann thanked our Student Ex-Officio Officers, representatives and citizens for attending tonight’s meeting and reminded everyone that our next regular Board Meeting will be held on December 10, 2019. On behalf of the Board, Mrs. Vann wished everyone a Happy Thanksgiving.

We look forward to seeing everyone again next month.

14.04 ADJOURNMENT – With no further business, the meeting was adjourned at 7:46 p.m.
