Cumberland County Board of Education
The Cumberland County Board of Education met in regular session on Tuesday, November 20, 2018, at 6:30 p.m., in the Central Services Board Room, with the following board members present: Susan Williams, Carrie Sutton, Peggy Hall, Donna Vann, Porcha McMillan, Alicia Chisolm, and Greg West. (Mr. Tatum resigned from the Board as of October 1, 2018) Others present were Superintendent Marvin Connelly, Associate Superintendents Tim Kinlaw, Ron Phipps, Clyde Locklear, Ruben Reyes, Betty Musselwhite, Mary Black, Lindsay Whitley, Joe Desormeaux, and Stacey Wilson-Norman; Board Attorney Nick Sojka; representatives of the principals association, media representative, district PTA representative, representatives of the NCAEOP and representatives of the teacher assistants association.
Chairman Carrie Sutton called the meeting to order at 6:30 pm.
The Board RECOGNIZED Student Representatives Cora Shaw, Student Government representative from Westover High School and Regan Kraft, Student Government Representative from Jack Britt High School. Cora and Regan were given the opportunity to address the Board on a topic of their choice.

ADOPTION OF THE AGENDA
Upon a motion by Susan Williams, seconded by Peggy Hall, the agenda, as presented, was adopted unanimously by the Board members present.

Upon a motion by Greg West, seconded by Susan Williams, the Board members present voted unanimously to approve the Budget Amendments presented by Mr. Locklear.

11.01 CONSIDER Closed Session Pursuant to N.C.G.S. 143-318.11(a)(1) to prevent the disclosure of information that is privileged or confidential under N.C.G.S. 115C-319
Upon a motion by Susan Williams, seconded by Alicia Chisolm, the Board members present voted unanimously to go INTO Closed Session at 6:53 pm.
Upon a motion by Susan Williams, seconded by Greg West, the Board members present voted unanimously to come OUT of Closed Session at 7:30 pm.
The Chair called on Dr. Connelly for his administrative recommendation. Dr. Connelly recommends Felix Keyes as the principal of Reid Ross Classical School.
Upon a motion by Greg West, seconded by Susan Williams, the Board members present voted unanimously to approve Dr. Connelly’s recommendation.
DISCUSSION AGENDA: Legislative Committee Report – Porcha McMillan
12.01 RECEIVE Endorsement of American Indian Heritage Month
Porcha McMillan shared highlights of the American Indian Heritage Month Proclamation signed by Governor Cooper. Our Board supports the proclamation.
13.01 RECEIVE BOE Quarterly Forecast (Second Quarter)
Dr. Connelly shared the forecast for the second quarter explaining the plans for items that may come to the Board for approval as well as administrative matters in progress that do not require Board approval.
13.02 RECEIVE 100 Day Plan Presented by Dr. Connelly
Dr. Connelly started his presentation saying he is honored and humbled to serve Cumberland County Schools as Superintendent. He highlighted the activities of his first 100 days which included meeting with constituents, elected officials, educational leaders and community groups from all across the county. Additionally, he is proud that he was able to visit every Cumberland County School since becoming Superintendent. Dr. Connelly shared the changes he made to the CCS staff with hiring and restructuring. He closed with his ‘Next Steps’ as we continue our journey towards improved student success.
13.03 RECEIVE Outline for Development of the Strategic Plan presented by Dr. Connelly and Ms. Chalmers
Dr. Connelly and Ms. Chalmers introduced our Board to the 2018-2019 Strategic Planning Progress. Their presentation included the purpose, goals process and timeline. The Board and all stakeholders will be a part of the strategic planning process.
Dr. Connelly recognized that we have much to be thankful for. He recently attended two outstanding events which showcased the talent of our students. He looks forward to many more opportunities such as these.
Dr. Connelly acknowledged the achievements of four of our Board members recognized at the NCSBA Conference. Board Member Alicia Chisolm received the “Award of Excellence” recognizing 301-400 total cumulative hours of training; Board Member Judy Musgrave received the “Certificate of Advanced Achievement” recognizing 201-300 total cumulative hours of training; Board Chair Carrie Sutton received the “Award of Achievement” recognizing 01-200 total cumulative hours of training and Board Member Porcha McMillan received the “Certificate of Merit” recognizing 31-100 total cumulative hours of training. Additionally, Board Member Greg West was recently appointed to the North Carolina School Boards Action Center Board of Directors.
Due to the impact of Hurricane Florence, AASA, the School Superintendents Association, recently awarded the Cumberland County Schools with a $2,000 mini-grant to help us meet health, social service, academic and/or related needs of individual students and their families.
Last week, South River Electric Membership Corporation (EMC) presented the Cumberland County Schools with a $33,779 check. Since South River EMC is a not-for-profit cooperative and does not earn profits, any money remaining at the end of the year is returned to their members. These funds will be used to provide support to our schools.
Ms. Sutton thanked our Student Officers and citizens for attending our meeting this evening.
She also recognized Mr. Kinlaw for his service and dedication to CCS for the last 25 years.
Ms. Sutton wished everyone a Happy Thanksgiving and expressed her hope to see everyone at the December 11, 2018 Board Meeting.
