The Cumberland County Board of Education met in regular session on Tuesday, October 9, 2018 at 6:30 p.m., in the Central Services Board Room, with the following board members present: Susan Williams, Carrie Sutton, Peggy Hall, Donna Vann, Porcha McMillan, Alicia Chisolm, Judy Musgrave and Greg West. (Mr. Tatum resigned from the Board as of October 1, 2018) Others present were Superintendent Marvin Connelly, Associate Superintendents Tim Kinlaw, Ron Phipps, Clyde Locklear, Ruben Reyes, Betty Musselwhite, Mary Black, Lindsay Whitley and Stacey Wilson-Norman; Board Attorney Nick Sojka; representatives of the principals association, media representative, district PTA representative, representatives of the NCAEOP and representatives of the teacher assistants association. 


Chairman Carrie Sutton called the meeting to order at 6:30 pm. 

Our Pledge of Allegiance was led by Donna Vann, followed by the invocation by Greg West.


The Board RECOGNIZED Student Representatives Daniel Follett, Student Government representative from Massey Hill Classical High School and Graham West, Student Government Representative from Terry Sanford High School. Daniel and Graham were given the opportunity to address the Board on a topic of their choice.



The Board heard from three speakers during the Public Forum portion of the meeting:

Upon a motion by Alicia Chisolm, seconded by Judy Musgrave, the agenda, as presented, was adopted unanimously by the Board members present.

Chairman Carrie Sutton called for a motion to approve the CONSENT AGENDA.

Before voting, Mrs. Musselwhite indicated there is a typographical error on the Make-Up Days Calendar for the Early Colleges on tonight’s agenda. The Board moved item 5.06 to Discussion. Additionally, Mrs. McMillan requested information on Policy 2400. Board Attorney Nick Sojka shared with the Board the meaning and intention of the ‘Restart’ wording in this policy.

Upon motion by Carrie Sutton, seconded by Greg West, the following Consent Agenda items were approved unanimously by the Board:

5.02 CONSIDER Approval of Personnel as recommended by the Personnel Committee

5.03 CONSIDER Approval of Leaves of Absence and Special Leaves of Absence as recommended by the Personnel Committee

5.04 CONSIDER Approval of Qualified Observer Recommendations as recommended by the Personnel Committee

5.05 CONSIDER Approval of Employee Supplement

5.06 CONSIDER Approval of School Make-Up Days as recommended by the Curriculum Committee *** Moved to Discussion Agenda***

5.07 CONSIDER Approval of Beginning Teacher Support Plan as recommended by the Curriculum Committee

5.08 CONSIDER Approval of School Improvement Plans as recommended by the Curriculum Committee

5.09 CONSIDER Approval of Request to Rename the Football Field at Hope Mills Middle to “Michael Burks Field” as recommended by the Auxiliary Services Committee

5.10 CONSIDER Approval of CCS Kindness Awareness Month Proclamation as recommended by the Student Support Services Committee

5.11 CONSIDER Approval of Agreement Provision of Therapeutic Day Treatment Services in Cumberland County Schools as recommended by the Student Support Services Committee

5.12 CONSIDER Approval of 2018-2019 Budget Adoption as recommended by the Finance Committee

5.13 CONSIDER Approval of Budget Resolution Transfer as recommended by the Finance Committee

5.14 CONSIDER Approval of New / Revised Policies (First Reading) as recommended by the Policy Committee


DISCUSSION AGENDA: Curriculum Committee Report – Judy Musgrave

6.01 CONSIDER Approval of School Make-Up Days as recommended by the Curriculum Committee (with the correction made on the Early College Calendar changing December 21, 2018, to December 12, 2018). Upon a motion by Susan Williams, seconded by Donna Vann, the following Board members voted in favor: Sutton, Vann, West, Williams, Musgrave, Chisolm, Hall. Voting in opposition: McMillan

DISCUSSION AGENDA: Personnel Committee Report – Susan Williams

7.01 CONSIDER Closed Session Pursuant to N.C.G.S. 143-318.11(a1) to prevent disclosure of information that is privileged or confidential under NCGS 115C-319

Upon a motion by Susan Williams, seconded by Carrie Sutton, the Board voted unanimously to go INTO CLOSED SESSION at 7:00 pm.

Upon a motion by Susan Williams, seconded by Peggy Hall, the Board members presented voted unanimously to come OUT of CLOSED SESSION at 7:48 pm.

Carrie Sutton called on Dr. Connelly for his administrative recommendation.

Dr. Connelly recommended Mr. Donell Underdue to become the principal at E.E. Smith High School. Upon a motion by Donna Vann, seconded by Greg West, the Board voted unanimously to approve Dr. Connelly’s recommendation.

Superintendent’s Update:

Dr. Connelly shared the success of the recent CLC3 tours. All sessions received good crowds and good feedback. Dr. Connelly expressed appreciation for all involved in making the tour stops a success. We look forward to continuing the tour.

Dr. Connelly expressed sincere thanks for all who helped during Hurricane Florence. The impact was great and Dr. Connelly is thankful for the cohesiveness and strength of employees helping in city/county shelters. The work continues as we begin rebuilding. This great effort shows the resiliency and compassion of our CCS families.

Eastover-Central Elementary has earned the recognition of again being a National Blue Ribbon School. Dr. Connelly congratulated Eastover-Central staff and students. The school will receive a well-deserved recognition at a ceremony in Washington, DC on November 8th.

In closing, Dr. Connelly shared many opportunities to observe appreciation days/weeks this month to include:

Board Member Update:

Mr. Greg West shared that the Board is very pleased that tonight we approved for qualified staff to receive 40% of their supplement to be paid on November 15th. Following Hurricane Florence, we know that many of you were impacted in some way due to the enormity of the storm, and some of you are still recovering from the effects of the storm.  As a Board, we are concerned about your well-being and wanted to do our part to provide support to you during this challenging time.

Chairman’s Update:

Ms. Sutton thanked our Student Officers and citizens for attending our meeting this evening. Ms. Sutton hopes to see everyone at our November 20, 2018, Board Meeting.

With no further business, the meeting was adjourned at 7:57 pm.
