November 22, 2016

The Cumberland County Board of Education met in regular session on Tuesday, November 22, 2016 at 6:30 p.m., in the Central Services Board Room, with the following board members present: Susan Williams, Carrie Sutton, Macky Hall, Donna Vann, Judy Musgrave, James McLauchlin, Greg West, Alicia Chisolm and Rudy Tatum. Others present were Superintendent Frank Till, Associate Superintendents Tim Kinlaw, Betty Musselwhite, Ron Phipps, Clyde Locklear, Allison Violette, Ruben Reyes and Mary Black; Board Attorney David Phillips; Ft. Bragg representative, representatives of the principals association, media representative, district PTA representative, representatives of the NCAEOP and representatives of the teacher assistants association. 


Chairman Susan Williams called the meeting to order at 6:30 pm.  Our Pledge of Allegiance was led by Macky Hall, followed by the invocation by James McLauchlin.


The Board RECOGNIZED Student Representatives Triniti Daniels, Student Government representative from Southview High School and Dora Wilson, Student Government Representative from Reid Ross Classical High School. Triniti and Dora were given the opportunity to address the Board on a topic of their choice.

The Board RECOGNIZED LaZyia Payton for Amazing Act of Character

The Board RECOGNIZED the 2016 Title I Distinguished School Nominees:

Beaver Dam Elementary

District 7 Elementary

The Board RECOGNIZED Schools with 100% Graduation Rate:

            Cross Creek Early College

            Cumberland International Early College

            Cumberland Polytechnic High School

            Reid Ross Classical High School



The Board heard from seven speakers during the Public Forum portion of the meeting:

Chairman Susan Williams called for a motion to approve the CONSENT AGENDA.

Upon motion by Carrie Sutton, seconded by Judy Musgrave, the following Consent Agenda items were approved unanimously by the Board:

  1. a) Approval of the Minutes of the October 18, 2016, Board Meeting
  2. b) Release of Certain Students 
  3. c) Approval of Personnel as recommended by the Personnel Committee 
  4. d) Approval of Leaves of Absence and Special Leaves of Absence as recommended by the Personnel Committee 
  5. e) Approval of Administrative Recommendations as recommended by the Personnel Committee 
  6. f) Approval of Supplemental Bonus as recommended by the Personnel Committee 
  7. g) Approval of School Improvement Plans as recommended by the Curriculum Committee 
  8. h) Approval of Low Performing Schools Plan as recommended by the Curriculum Committee 
  9. i) Approval of Proclamation for Career Development Month and Career and Technical Education Facilitator Day as recommended by the Curriculum Committee 
  10. j) Approval of Deed of Easement for Storm Water Drainage to the City of Fayetteville located at DBHS as recommended by the Auxiliary Services Committee 
  11. k) Approval of 2016-2017 School Psychology Awareness Week as recommended by the Student Support Services Committee 
  12. l) Approval of 2016 NC American Indian Heritage Month Proclamation as recommended by the Student Support Services Committee 
  13. m) Approval of Budget Amendments as recommended by the Finance Committee 
  14. n) Approval of Policy 3450 (First Reading) as recommended by the Policy Committee

12.01 CONSIDER Approval of Reading Rocks! Resolution (Exhibit N)

Motion to approve made by Carrie Sutton, seconded by Greg West, approved unanimously by the Board.

12.02 SPECIAL PRESENTATION by Board Chair, Susan Williams

On behalf of the Board, Susan Williams presented Dr. James McLauchlin with a framed Certificate of Appreciation for his eight years of service to the Board of Education and citizens of Cumberland County.

On behalf of the Board, Susan Williams presented Mr. Macky Hall with a plaque in appreciation for his twenty-four years of service to the Board of Education and the citizens of Cumberland County. Mr. Hall is the longest serving Board member to date.


Superintendent’s Update:

Dr. Till shared with the Board his plans for a possible meeting with our legislative delegation. He spoke to Rep. Szoka and determined any Tuesday or Thursday in January could be a possibility. Dr. Till also shared information about Dec 7th as Reading Rocks! day.

Chairman’s Update:

Mrs. Williams thanked our student officers for sharing their time and attention with us tonight and hopes to see everyone again at our December 13th meeting.

She also shared the following:

At this time of Thanksgiving we pause to count our blessings; the freedom of this great country in which we live and its opportunity for achievement; the opportunity to serve the children of Cumberland County; and the friendship and confidence you have shown in us.
For all of these things, we are deeply thankful. On behalf of this Board, we extend our best wishes to each of you for a Happy Thanksgiving.


With no further business, the meeting was adjourned at 7:24 pm.
