Cumberland County Board of Education
The Cumberland County Board of Education met in regular session on Tuesday, March 10, 2015 at 6:30 p.m., in the Central Services Board Room, with the following board members present: James McLauchlin, Susan Williams, Carrie Sutton, Greg West, Judy Musgrave, Rudy Tatum, Alicia Chisolm, Donna Vann and Macky Hall. Others present were Superintendent Frank Till, Associate Superintendents Tim Kinlaw, Ron Phipps, Ricky Lopes, Allison Violette, Joseph Locklear and Mary Black; Board Attorney David Phillips; media representative, Ft. Bragg representative, representatives of the principals association, district PTA representative and representatives of the teacher assistants association.
Chairman James McLauchlin called the meeting to order at 6:30 pm. Our Pledge of Allegiance was led by Donna Vann, followed by the invocation from Judy Musgrave.

The Board RECOGNIZED Student Representatives Brandon Smith, Student Government representative from Douglas Byrd High School and Ryan Will, Student Government Representative from Massey Hill High School. Brandon and Ryan were given the opportunity to address the Board on a topic of their choice.
The Board RECOGNIZED the following schools as Top 10% Growth Schools:
In addition, Jack Britt High was recognized as number one in growth out of 2422 schools in the state of North Carolina.
The Board RECOGNIZED the following student for Amazing Acts of Character:

Chairman James McLauchlin called for a motion to approve the CONSENT AGENDA.
Upon motion by Carrie Sutton, seconded by Donna Vann, the following CONSENT AGENDA items were approved unanimously by the Board members voting. (Greg West abstained from voting because his wife’s contract is included in the personnel recommendations)
a) Approval of the Minutes of the February 10, 2015 Board Meeting
b) Release of Certain Students
c) Approval of Personnel, including Certified, Teachers, Teacher Assistants, Classified, Child Nutrition, Bus Drivers, and Prime Time as recommended by the Personnel Committee
d) Approval of Leaves of Absence Requests as recommended by the Personnel Committee
e) Approval of Special Leaves of Absence Requests as recommended by the Personnel Committee
f) Approval of Budget Amendments as recommended by the Finance Committee
g) Approval of Increasing Meal Prices for the 2015-2016 School Year as recommended by the Auxiliary Services Committee
h) Approval of Increasing the Fee for Driver’s Ed from $45.00 to $65.00 or amount allowed by General Statues per student effective July 1, 2015 as recommended by the Auxiliary Services Committee
i) Approval of Red Light Interlocal Agreement as recommended by the Auxiliary Services Committee
j) Approval of the 2015 Month of the Military Child Proclamation as recommended by the Student Support Services Committee
k) Approval of the 2015-2016 Service Agreement with CCS and Easter Seals UCP NC & Virginia, Inc. as recommended by the Student Support Services Committee
l) Approval of 2015-2016 Service Agreement with CCS & Cumberland Community Action Program as recommended by the Student Support Services Committee
m) Approval of the 2015-2016 Service Agreement with CCS & Cumberland County Vocational Rehabilitation In-School Work Adjustment Program as recommended by the Student Support Services Committee
n) Approval of Policy 4201/7271 Injury and Loss Prevention (Final Reading) as recommended by the Policy Committee
All committee items were on the Consent Agenda with the exception of the Legislative Committee.
Mr. West made a motion to approve the LOW WEALTH RESOLUTION prepared by Associate Superintendent, Mr. Ricky Lopes and Board Attorney, Mr. David Phillips. Carrie Sutton seconded the motion and it was approved unanimously by the Board. (Exhibit N)
Mr. Lopes will share this resolution with our County Commissioners as well as his counterparts in Onslow County as they are also adversely affected by the current Low Wealth Formula.
Dr. Till publicly congratulated our many students participating in the Arts Show currently on display at the Arts Council.
He also congratulated the CCAE and other volunteers for their work with ‘Read Across America’ on Saturday. The event was very successful.
Dr. Till reminded everyone that Terry Sanford High School is playing in the high school basketball championship finals this weekend in Chapel Hill. We will recognize and congratulate our many state champion student athletes at the April regular board meeting.
Dr. McLauchlin thanked everyone for their attendance tonight and hopes to see everyone again next month. With no further business the meeting was adjourned at 7:03 p.m.
