April 15, 2014

The Cumberland County Board of Education met in regular session on Tuesday, April 15, 2014 at 6:30 p.m., in the Central Services Board Room, with the following board members present: Greg West, James McLauchlin, Larry Lancaster, Carrie Sutton, Susan Williams, Michael Boose Alicia Chisolm, Kim Fisher and Macky Hall. Others present were Superintendent Frank Till, Associate Superintendents Tim Kinlaw, Betty Musselwhite, Ron Phipps, Allison Violette, Ricky Lopes, Joseph Locklear and Mary Black; Board Attorney David Phillips; Executive Director Patricia Hollingsworth; media representative, representatives of the principals association and representatives of the teacher assistants.

Chairman Greg West called the meeting to order at 6:30 pm. Our Pledge of Allegiance was led by Kim Fisher, followed by the invocation by James McLauchlin.

The Board heard from one speaker during the Public Forum portion of the meeting:

RECOGNITIONS

The Board RECOGNIZED Student Representative Jalen Graham, Student Government representative from Cross Creek Early College High School. Jalen was given the opportunity to address the Board on a topic of his choice.

The Board RECOGNIZED the Community Concerts of Fayetteville Representatives. The group recognized and thanked students and staff members that recently participated in a community event.

The Board RECOGNIZED the following student for Amazing Acts of Character:

Rachel Nickelson – Glendale Acres Elementary School

Chairman Greg West called for a motion to approve the CONSENT AGENDA.

Upon motion by Larry Lancaster, seconded by Susan Williams, the following Consent Agenda items were approved by unanimously by the Board.

a) Approval of the MINUTES of the March 11, 2014 Board Meeting
b) Release of Certain Students
c) Approval of PERSONNEL, including Certified, Teachers, Teacher Assistants, Classified, Child Nutrition, Bus Drivers, and Prime Time as recommended by the Personnel Committee
d) Approval of LEAVES OF ABSENCE REQUESTS as recommended by the Personnel Committee 
e) Approval of ADMINISTRATIVE RECOMMENDATIONS as recommended by the Personnel Committee
f) Approval of the 2014-2015 TITLE II PROGRAM PROPOSAL as recommended by the Curriculum Committee 
g) Approval of RESOLUTION IN SUPPORT OF PRESERVING THE 440TH AIRLIFT WING as recommended by the Legislative Committee
h) Approval of the LEGISLATIVE GOALS as recommended by the Legislative Committee 
i) Approval of PROCLAMATION supporting April as ‘Month of the Military Child’ as recommended by the Legislative Committee 
j) Approval of MODIFICATION OF AGREEMENT FOR SCHOOL RESOURCE OFFICERS SERVICES as recommended by the Auxiliary Services Committee 
k) Approval of UTILITY EASEMENT with PWC to install meter reading station at Lake Rim Elementary as recommended by the Auxiliary Services Committee 
l) Approval of NAMING THE BASEBALL FIELD AT CAPE FEAR HIGH SCHOOL to Honor Terry Jeffrey as recommended by the Auxiliary Services Committee 
m) Approval of AMENDMENT TO THE COOPERATIVE AGREEMENT BETWEEN DIVISION OF VOCATIONAL REHAB SERVICES AND CUMBERLAND COUNTY SCHOOLS as recommended by the Student Support Services Committee

ADDITIONAL BUSINESS

CONSIDER RESOLUTION TO SUPPORT RED LIGHT CAMERA LEGISLATION

Upon a motion by Larry Lancaster, seconded by Macky Hall, the board members present voted unanimously to approve the ‘Resolution to Support Red Light Camera Legislation’  (Board member, Michael Boose was out of the room during voting)

CONSIDER BUDGET AMENDMENTS

Upon a motion by Kim Fisher, seconded by Carrie Sutton, the board members present voted unanimously to approve the Budget Amendments as presented.

Chairman’s Update:

Mr. West thanked everyone for attending tonight’s meeting. He thanked our student officer, Jalen, for his attendance and input.

Meeting adjourned at 7:07 pm.
