Cumberland County Board of Education
The Cumberland County Board of Education met in regular session on Tuesday, March 11, 2014 at 6:30 p.m., in the Central Services Board Room, with the following board members present: Greg West, James McLauchlin, Larry Lancaster, Carrie Sutton, Susan Williams, Michael Boose Alicia Chisolm, Kim Fisher and Macky Hall. Others present were Superintendent Frank Till, Associate Superintendents Tim Kinlaw, Betty Musselwhite, Ron Phipps, Allison Violette, Ricky Lopes, Joseph Locklear and Mary Black; Board Attorney David Phillips; Executive Director Patricia Hollingsworth; media representative, representatives of the principals association and representatives of the teacher assistants.
Chairman Greg West called the meeting to order at 6:30 pm. Our Pledge of Allegiance was led by Macky Hall, followed by the invocation by Susan Williams.
The Board heard from three speakers during the Public Forum portion of the meeting:
The Board RECOGNIZED Student Representatives Aliyah Harrison, Student Government representative from Massey Hill Classical High School and Byron Cousin, Student Government representative from Douglas Byrd High School. Aliyah and Byron were given the opportunity to address the Board on a topic of their choice.
The Board RECOGNIZED the following student for Amazing Acts of Character:

Chairman Greg West called for a motion to approve the CONSENT AGENDA.
Upon motion by Kim Fisher, seconded by Susan Williams, the following Consent Agenda items were approved by unanimously by the Board.
a) Approval of the Minutes of the February 18, 2014 Board Meeting
b) Release of Certain Students
c) Approval of Personnel, including Certified, Teachers, Teacher Assistants, Classified, Child Nutrition, Bus Drivers, and Prime Time as recommended by the Personnel Committee
d) Approval of Leaves of Absence Requests as recommended by the Personnel Committee
e) Approval of Special Leaves of Absence Requests as recommended by the Personnel Committee
f) Approval of Sanitary Sewer Easement to PWC adjoining Pauline Jones Middle School as recommended by the Auxiliary Services Committee
g) Approval of Agreement between CCS and FTCC-Special Language Pathology Interns as recommended by the Student Support Services Committee
h) Approval of Agreement between CCS and Cumberland County Vocational Rehab In-School Work Adjustment Program as recommended by the Student Support Services Committee
i) Approval of Agreement between CCS and Easter Seals UCP NC Inc. as recommended by the Student Support Services Committee
j) Approval of Agreement between CCS and CCAP as recommended by the Student Support Services Committee
k) Approval of Budget Amendments as recommended by the Finance Committee
CONSIDER Resolution Opposing the 25% Legislation and Supporting Equitable Teacher Pay
Discussion followed: Rep. Rick Glazier was in the audience. Mr. Boose called Rep. Glazier to the microphone for questions. Mr. Boose asked if we oppose this resolution, may we retain our allocation of the 10 million dollars. Rep. Glazier replied that he hopes the answer is “yes” however, he cannot say what will happen in session. Agendas can change. Rep. Glazier supports the resolution in entirety.
Upon a motion by Larry Lancaster, seconded by Carrie Sutton, the board voted unanimously to approve the ‘Resolution Opposing the 25% Legislation and Supporting Equitable Teacher Pay’ (Exhibit K)
Dr. Till shared with the Board that he and Robert Hines (United Way) honored mail carriers with ‘Certificates of Appreciation’ for their efforts to support education in Cumberland County.
Mr. West thanked the large crowd attending tonight’s meeting and invited them to return next month. He thanked our student officers for their attendance.
