Cumberland County Board of Education
The Cumberland County Board of Education met in regular session on Tuesday, February 18, 2014 at 6:30 p.m., in the Central Services Board Room, with the following board members present: Greg West, James McLauchlin, Larry Lancaster, Carrie Sutton, Susan Williams, Michael Boose and Macky Hall. Others present were Superintendent Frank Till, Associate Superintendents Tim Kinlaw, Betty Musselwhite, Ron Phipps, Allison Violette, Ricky Lopes, Joseph Locklear and Mary Black; Board Attorney David Phillips; Executive Director Patricia Hollingsworth; media representative, representatives of the principals association and representatives of the teacher assistants.
Chairman Greg West called the meeting to order at 6:30 pm. Our Pledge of Allegiance was led by Michael Boose, followed by the invocation by Carrie Sutton.
The Board heard from two speakers during the Public Forum portion of the meeting:
The Board RECOGNIZED Student Representatives Elizabeth Adkins, Student Government representative from Jack Britt High School and Casey Jones, Student Government representative from E.E. Smith High School. Elizabeth and Casey were given the opportunity to address the Board on a topic of their choice.
The Board RECOGNIZED Mr. Greg Reames. Mr. Reames presented the ‘Wells Fargo Outstanding Educator Awards’ to:
Dawn Dixon, a teacher at Glendale Acres Elementary
The Board RECOGNIZED the following students for Amazing Acts of Character:
Chairman Greg West called for a motion to approve the CONSENT AGENDA.
Upon motion by Michael Boose, seconded by Macky Hall, the following Consent Agenda items were approved by unanimously by the Board.
CONSIDER Approval of Request to Increase Meal Prices by 5 cents for the 2014-2015 School Year as recommended by the Auxiliary Services Committee
CONSIDER Approval of Budget Amendments as recommended by the Finance Committee
CONSIDER Approval of Career and Technical Education Month Proclamation as recommended by the Curriculum Committee
CONSIDER Approval of Personnel, including Certified, Teachers, Teacher Assistants, Classified, Child Nutrition, Bus Drivers, and Prime Time as recommended by the Personnel Committee
CONSIDER Approval of Leaves of Absence Requests as recommended by the Personnel Committee
CONSIDER Approval of Administrative Recommendations as recommended by the Personnel Committee
Upon a motion by James McLauchlin, seconded by Michael Boose the board voted unanimously to authorize the Superintendent and Board Chairman to sign a request for waiver regarding Read to Achieve Assessment.
CONSIDER Approval of resolution to join a lawsuit challenging the voucher legislation as recommended by the Legislative Committee
Discussion – Mr. Boose asked if there would be any financial benefit as a result of joining the lawsuit. Mr. Lopes answered that he is not aware of any financial benefit. Mr. Phillips added that we would join ‘in name only’.
Mr. Boose stated that he has never heard of a lawsuit where cost was not involved. He indicated that he does not see a reason to be involved.
Motion to approve by Larry Lancaster, seconded by Susan Williams.
Voting in favor: Larry Lancaster, Carrie Sutton, Susan Williams, James McLauchlin and Macky Hall.
Voting in opposition: Michael Boose and Greg West
Board Member Update:
Macky Hall expressed that he feels the Governor should step in and forgive the days missed due to inclement weather.
Dr. Till shared information regarding two upcoming legislative meetings (February 27th and March 18th)
Mr. West thanked the students, parents, school personnel and other representatives for supporting CCS and attending tonight’s meeting.
