August 13, 2013

The Cumberland County Board of Education met in regular session on Tuesday, August 13, 2013 at 6:30 p.m., in the Board Room, with the following board members present: Alicia Chisolm, Larry Lancaster, Carrie Sutton, Susan Williams, Michael Boose, Kim Fisher, James McLauchlin and Macky Hall.  Others present were Superintendent Frank Till, Associate Superintendents Tim Kinlaw, Ricky Lopes, Betty Musselwhite, Joseph Locklear, Allison Violette, Ron Phipps and Mary Black; Board Attorney David Phillips; Executive Director Patricia Hollingsworth; media representative, representatives of the principals association and representatives of the teacher assistants.  

Chairman Alicia Chisolm called the meeting to order at 6:30 pm.  As a guest of Larry Lancaster, our Pledge of Allegiance was led by Boy Scout Greg Koonce, followed by the invocation by Alicia Chisolm.

The Board heard from three speakers during the Public Forum portion of the meeting:

            Carmella McKeller
            Joseph Sorce

Chairman Alicia Chisolm called for a motion to approve the CONSENT AGENDA. 

Upon motion by Kim Fisher, seconded by Michael Boose, the following Consent Agenda items were approved by unanimously by the Board.

a)    CONSIDER Approval of the Minutes of the June 11, 2013 Board Meeting

b)    CONSIDER Release of Certain Students 

c)    CONSIDER Approval of Granting a Utility Easement at Sunnyside Elementary School to the Public Works Commission as recommended by the Auxiliary Services Committee 

d)   CONSIDER Approval of Granting a Right of Way at Montclair Elementary School to NC DOT as recommended by the Auxiliary Services Committee 

e)   CONSIDER Approval of the 3-year Interlocal Agreement with Fayetteville Technical Community College regarding use of CCS Facilities as recommended by the Auxiliary Services Committee 

f)   CONSIDER Approval of a 3-Year Interlocal Agreement with the Cumberland County Sheriff’s Department regarding use of the Fuller Building as recommended by the Auxiliary Services Committee 

g)  CONSIDER Approval of the 2013-2014 Agreement for SRO Services between County of Cumberland Sheriff’s Department and Cumberland County Schools as recommended by the Auxiliary Services Committee 

h) CONSIDER Approval of the 2013-2014 Cumberland County Schools and Easter Seals UCP North Carolina, Inc. Service Agreement as recommended by the Student Support Services Committee

i)  CONSIDER Approval of the 2013-2014 CCS Transition Program between CCS and NC Division of Services of the Blind Agreement as recommended by the Student Support Services Committee 

j)  CONSIDER Approval of the 2013-2014 Early College Calendar Revision as recommended by the Student Support Services Committee 

k) CONSIDER Approval of the Budget Resolution as recommended by the Finance Committee 

l) CONSIDER Approval of Personnel, including Certified, Teachers, Teacher Assistants, Classified, Child Nutrition, Bus Drivers, and Prime Time as recommended by the Personnel Committee 

m) CONSIDER Approval of Leaves of Absence Requests as recommended by the Personnel Committee 

n) CONSIDER Approval of Administrative Recommendations as recommended by the Personnel Committee 

o) CONSIDER Approval of Resolution of Dismissal as recommended by the Personnel Committee 

p) CONSIDER Policy Revisions (Second Reading)

CLOSING ITEMS

Superintendent’s Update:
Dr. Till reminded the board of the August 14, 2013 Leadership Session to be held at Gray’s Creek High School. Dr. Till informed the Board that he will be attending a meeting with other superintendents on Friday, August 16. This is part of the continual work on current legislation affecting our schools.

Chairman’s Update:
Mrs. Chisolm thanked the community and organization representatives for attending the meeting and reminded everyone that traditional school will begin on August 26. Mrs. Chisolm encouraged everyone to be mindful of buses, cars and students making their way to and from school each day.
