Cumberland County Board of Education
The Cumberland County Board of Education met in regular session on Tuesday, April 9, 2013 at 6:30 p.m., in the Board Room, with the following board members present: Alicia Chisolm, Larry Lancaster, Carrie Sutton, Susan Williams, Macky Hall, James McLauchlin, Michael Boose, Kim Fisher and Greg West. Others present were Superintendent Frank Till, Associate Superintendents Ricky Lopes, Tim Kinlaw, Betty Musselwhite, Joseph Locklear, Allison Violette, Ron Phipps and Mary Black; Board Attorney David Phillips; Executive Director Patricia Hollingsworth; CCAE Representatives Joseph Sorce and Wanda Kindell; media representative, representatives of the principals association and representatives of the teacher assistants.
Chairman Alicia Chisolm called the meeting to order at 6:30 pm. Pledge of Allegiance was led by Carrie Sutton, followed by the invocation by Greg West.
The Board RECOGNIZED Student Representatives Eshany Edwards, Student Government representative from Cross Creek Early College High School and Sierra Tolbert, Student Government representative from Gray’s Creek High School. Eshany and Sierra were given the opportunity to address the Board on a topic of their choice.

Chairman Alicia Chisolm called for a motion to approve the CONSENT AGENDA.
Upon motion by Kim Fisher, seconded by Carrie Sutton, the following Consent Agenda items were approved by unanimously by the Board.
a) CONSIDER Approval of the MINUTES of the March 12, 2013 Board Meeting
b) CONSIDER Approval of the minutes of the March 13, 2013 SPECIAL BOARD MEETING
c) CONSIDER RELEASE OF CERTAIN STUDENTS
d) CONSIDER Approval of REVISIONS TO POLICY 3405 STUDENTS AT RISK OF ACADEMIC FAILURE as recommended by the Policy/Student Assignment Committee (Second Reading)
e) CONSIDER Approval of DRESS CODE PROPOSAL FOR JW COON ELEMENTARY SCHOOL as recommended by the Policy/Student Assignment Committee
f) CONSIDER Approval of 2013 MONTH OF THE MILITARY CHILD PROCLAMATION as recommended by the Student Support Services Committee
g) CONSIDER Approval of the 2013 NC CHILD ABUSE PREVENTION MONTH PROCLAMATION as recommended by the Student Support Services Committee
h) CONSIDER Approval of PERSONNEL, including Certified, Teachers, Teacher Assistants, Classified, Child Nutrition, Bus Drivers, and Prime Time as recommended by the Personnel Committee
i) CONSIDER Approval of LEAVES OF ABSENCE REQUESTS as recommended by the Personnel Committee
j) CONSIDER Approval of ADMINISTRATIVE RECOMMENDATION as recommended by the Personnel Committee
k) CONSIDER Approval of SUBMISSION OF APPLICATION FOR ETHICS TRAINING CREDIT TO NC SCHOOL BOARD’S ASSOCIATION as recommended by the Personnel Committee
Dr. Till provided the Board with an update on the work he is doing and the meetings he is attending with Legislators in Raleigh concerning the Budget.
Ms. Vernon Lowery provided the Board with revisions to her proposed dress code (revisions requested by the Board). Upon a motion by Greg West and seconded by Carrie Sutton the DRESS CODE PROPOSAL FOR FULLER PLC passed unanimously.
Dr. Till shared the good news that CCS is one of the four finalists in the nation for the Broad Prize. The Research Team will visit us May 7 – 10.
Mrs. Chisolm thanked our ex-officio officers for their service.
Mrs. Chisolm thanked everyone for attending the meeting and with no further business adjourned at 7:00 pm.
