The Cumberland County Board of Education met in regular session on Tuesday, December 11, 2012 at 6:30 p.m., in the Board Room, with the following board members present:  Larry Lancaster, Alicia Chisolm, Carrie Sutton, Macky Hall, James McLauchlin, Michael Boose, Kim Fisher, Greg West and Susan Williams.  Others present were Superintendent Frank Till, Associate Superintendents Ricky Lopes, Tim Kinlaw, Betty Musselwhite, Joseph Locklear, Allison Violette, Mary Black and Ron Phipps; Board Attorney David Phillips; Executive Director Patricia Hollingsworth; Youth Education Support Services Director Glenda Mack, CCAE Representative Wanda Kindell, Pope Field School Liaison Officer Gerald Shonder; media representative, representatives of the principals association and representatives of the teacher assistants.  

Chairman Larry Lancaster called the meeting to order at 6:30 pm.  Pledge of Allegiance was led by Alicia Chisolm, followed by the invocation by Larry Lancaster.

The Oaths of Office were administered by the Honorable Ed Pone to the following recently elected Board of Education members:

            Alicia Chisolm
            Macky Hall
            Larry Lancaster
            James McLauchlin
            Carrie Sutton  
            Susan Williams

The Board heard from three speakers during the Public Forum:

            Valerie Webster
            Valerie Wedlock
            Gail Thompson

The Board RECOGNIZED Student Representative DeLantra Johnson, Student Government Association President at Westover High School and Michael Gomez, Student Government Association Vice President at South View High School. DeLantra and Michael were given the opportunity to address the Board on a topic of their choice.

The following student was RECOGNIZED for AMAZING ACTS OF CHARACTER:

Janae Harris – Long Hill Elementary School

The following schools were recognized as 2012 GINGERBREAD HOUSE COMPETITION WINNERS:

                        4TH Place – Pine Forest High School
                        3rd Place – E.E. Smith High School
                        2nd Place – Westover High School
                        1st Place – Douglas Byrd High School

The Board RECOGNIZED Mr. Ricky Flowers as the DISTRICT 4 OUTSTANDING SCIENCE TEACHER AWARD WINNER.

Mr. Lancaster called for a motion to approve the CONSENT AGENDA. 

Upon motion by Greg West, seconded by Kim Fisher, the following Consent Agenda items were approved by unanimously by the Board.

a)         CONSIDER Approval of the MINUTES of the November 15, 2012 Board Meeting

b)         CONSIDER RELEASE OF CERTAIN STUDENTS 

c)         CONSIDER Approval of the 2013-2014 CHOICE SCHOOLS as recommended by the Curriculum Committee 

d)         CONSIDER Approval OF PERSONNEL, including Certified, Teachers, Teacher Assistants, Classified, Child Nutrition, Bus Drivers, and Prime Time as recommended by the Personnel Committee 

e)         CONSIDER Approval of LEAVES OF ABSENCE REQUESTS as recommended by the Personnel Committee 

f)         CONSIDER Approval of SPECIAL LEAVES OF ABSENCE REQUESTS as recommended by the Personnel Committee 

g)         CONSIDER – Approval of ADMINISTRATIVE RECOMMENDATIONS as recommended by the Personnel Committee 

h)         CONSIDER Approval of MEMORANDUM of UNDERSTANDING with the STEPHEN SHANE FINCHER FOUNDATION for a SCIENCE LAB at VANSTORY HILLS ELEMENTARY as recommended by the Auxiliary Services Committee 

i)          CONSIDER Approval of the 2013 AMERICAN HEART ASSOCIATION & AMERICAN ALLIANCE for HEALTH, PHYSICAL EDUCATION, RECREATION and DANCE PROCLAMATION as recommended by the Student Support Services Committee

j)          CONSIDER Approval of BUDGET AMENDMENTS as recommended by the Budget/Finance Committee

DISCUSSION AGENDA

Upon a motion by Michael Boose, seconded by Carrie Sutton, the Board voted unanimously to approve the PROPOSED BOARD POLICIES (First Reading) and RESCIND CERTAIN BOARD POLICIES. 

Upon a motion by Alicia Chisolm, seconded by Michael Boose, the Board voted unanimously to approve the 2013-2014 CALENDARS. 

Chairman Larry Lancaster declared the floor open for nominations for 2013 Board Chairman and Vice Chairman.  James McLauchlin nominated Alicia Chisolm for Chairman, seconded by Greg West.  With no other nominations, ALICIA CHISOLM was unanimously elected CHAIRMAN for 2013 by acclamation.

Carrie Sutton nominated Greg West for Vice Chairman, seconded by Kim Fisher.  With no other nominations GREG WEST was unanimously elected VICE-CHAIR for 2013 by acclamation.

CLOSING ITEMS

Superintendent’s Update:

Dr. Till shared with the Board the plans for a Board Retreat scheduled for Feb 5, 2013. The Retreat will be held in the Board Room.

Dr. Till He also shared with the Board that he has been invited by the Hunt Institute to take part in a Legislative Retreat held in Pinehurst on Jan 7, 2013

Dr. Till congratulated Board members on their recent elections.

Chairman’s Update:

Mr. Lancaster congratulated fellow Board Members Alicia Chisolm and Greg West on their selection as Chair and Vice Chair for 2013.

Mr. Lancaster thanked everyone for their support during his term as Chairman and wished everyone a safe and happy holiday.

With no further business, the meeting was adjourned at 7:15 pm.
