Cumberland County Board of Education
The Cumberland County Board of Education met in regular session on Thursday, November 15, 2012 at 6:30 p.m., in the Board Room, with the following board members present: Larry Lancaster, Alicia Chisolm, Carrie Sutton, Macky Hall, James McLauchlin and Greg West. Others present were Superintendent Frank Till, Associate Superintendents Ricky Lopes, Tim Kinlaw, Betty Musselwhite, Joseph Locklear, Allison Violette, Mary Black and Ron Phipps; Youth Education Support Services Director Glenda Mack, CCAE Representative Mr. Sorce, media representative, representatives of the principals association and representatives of the teacher assistants.
Chairman Larry Lancaster called the meeting to order at 6:30 pm. Pledge of Allegiance was led by Greg West, followed by the invocation by Carrie Sutton.
The Board heard from no speakers during the Public Forum.
The Board RECOGNIZED Student Representative Chloe Griffin, Student Government Association President at Terry Sanford High School and Lindsay Edge, Student Government Association President at Cape Fear High School. Chloe and Lindsay were given the opportunity to address the Board on a topic of their choice.
The following students were RECOGNIZED for AMAZING ACTS OF CHARACTER:

The following teachers were recognized as NATIONAL BOARD CERTIFICATION CANDIDATES:
Ms. Hawk – Jack Britt High School
Mr. Lancaster called for a motion to approve the CONSENT AGENDA.
Upon motion by Carrie Sutton, seconded by Alicia Chisolm, the following Consent Agenda items were approved by unanimously by the Board.
a) CONSIDER Approval of the MINUTES of the October 9, 2012 Board Meeting
b) CONSIDER RELEASE OF CERTAIN STUDENTS
c) CONSIDER Approval OF PERSONNEL, including Certified, Teachers, Teacher Assistants, Classified, Child Nutrition, Bus Drivers, and Prime Time as recommended by the Personnel Committee
d) CONSIDER Approval of LEAVES OF ABSENCE REQUESTS as recommended by the Personnel Committee
e) CONSIDER Approval of TEACHERS RECOMMENDED FOR TENURE recommended by the Personnel Committee
f) CONSIDER – Approval of LOCAL OPTIONS for FULLER PERFORMANCE LEARNING CENTER, RAMSEY STREET HIGH and PAULINE JONES MIDDLE as recommended by the Curriculum Committee
g) CONSIDER Approval of PROPOSED BOARD POLICIES (second reading) as recommended by the Policy/Student Assignment Committee
h) CONSIDER Approval of REVISED POLICY 3460 – GRADUATION REQUIREMENTS as recommended by the Policy/Student Assignment Committee
Greg West called for a motion to approve the ADMINISTRATIVE RECOMMENDATIONS. Upon a motion by Carrie Sutton, seconded by James McLauchlin, the following Board members voted unanimously to approve the recommendations for Massey Hill High School and Westover Middle School.
Dr. Till invited the Board to participate in the upcoming Communities In Schools tour. He also shared with the Board the work currently being completed on the 2013-2014 school calendars.
Board Member’s Update:
Board Members would like for the Calendar Committee to consider Election Day as a possible student holiday in the future. Schools are used as polling sites and many visitors are on the school campus on Election Day. Using this day as a student holiday may provide a safer environment for students.
Mr. Lancaster congratulated fellow Board Members on their re-election. He also congratulated Crystal Brown as our new Principal of the Year for Cumberland County and wished her the best as she competes at the next level.
Mr. Lancaster recognized our Veterans attending tonight’s meeting and thanked them for their service and sacrifice to our citizens and country.
Mr. Lancaster reminded everyone that our schools and Central Offices will be closed November 22nd and 23rd in observance of our Thanksgiving holiday and thanked everyone for attending tonight’s Board Meeting.
With no further business, the meeting was adjourned at 6:58 pm.
