October 9, 2012

The Cumberland County Board of Education met in regular session on Tuesday, October 9, 2012 at 6:30 p.m., in the Board Room, with the following Board members present: Larry Lancaster, Alicia Chisolm, Carrie Sutton, Kim Fisher, Macky Hall, James McLauchlin, Michael Boose and Greg West. Others present were Superintendent Frank Till, Associate Superintendents Ricky Lopes, Tim Kinlaw, Betty Musselwhite, Joseph Locklear, Allison Violette, Mary Black and Ron Phipps; Executive Director Patricia Hollingsworth; Board Attorney David Phillips; Youth Education Support Services Director Glenda Mack, CCAE Representative Mr. Sorce, representatives of the principals association and representatives of the teacher assistants.

Chairman Larry Lancaster called the meeting to order at 6:35 pm. Pledge of Allegiance was led by Macky Hall, followed by brief tribute to recently deceased Board Member Mary Emily Royal by Larry Lancaster. Mr. Mack Royal was called on to speak on behalf of the Royal family. Dr. McLauchlin brought the invocation.

The Board heard from no speakers during the Public Forum.

The Board RECOGNIZED Student Representative Alejandro Benitez, Student Government Association President at Cumberland International Early College High School. Alejandro was given the opportunity to address the Board on a topic of his choice.

The following student was RECOGNIZED for AMAZING ACTS OF CHARACTER:

Donnie “DJ” Butcher – Gray’s Creek Middle School

Mr. Lancaster called for a motion to approve the CONSENT AGENDA.

Upon motion by Greg West seconded by Alicia Chisolm, the following Consent Agenda items were approved by unanimously by the Board: (Exception – Greg West abstained from voting on item 3.07)

a) CONSIDER Approval of the Minutes of the September 11, 2012 Board Meeting

b) CONSIDER Release of Certain Students 

c) CONSIDER Approval of Personnel, including Certified, Teachers, Teacher Assistants, Classified, Child Nutrition, Bus Drivers, and Prime Time as recommended by the Personnel Committee

d) CONSIDER Approval of Leaves of Absence Requests as recommended by the Personnel Committee 

e) CONSIDER Approval of Administrative Recommendations as recommended by the Personnel Committee 

f) CONSIDER – Approval of School Improvement Plans as recommended by the Curriculum Committee 

g) CONSIDER Approval of Granting an Underground Storm Pipe Easement to King Quarters Neighborhood by the Jack Britt School Site 

h) CONSIDER Approval of the sale of the two-acre lot adjoining Armstrong Elementary to the Town of Eastover as recommended by the Auxiliary Services Committee 

i) CONSIDER Approval of the Boundary Line Agreement with Purvis Investments, Inc. at A.B. Wilkins School site as recommended by the Auxiliary Services Committee 

j) CONSIDER Approval of the Bid Award for Grays Creek Middle School Classroom Addition as recommended by the Auxiliary Services Committee 

k) CONSIDER Approval of the 2012-2013 Anti-Bullying Proclamation as recommended by the Student Support Services Committee 

l) CONSIDER Approval of the 2012-2013 Red Ribbon Proclamation as recommended by the Student Support Services Committee 

m) CONSIDER Approval of Lottery Applications as recommended by the Budget/Finance Committee 

n) CONSIDER Approval of Budget Amendments as recommended by the Budget/Finance Committee

o) CONSIDER Approval of Proposed Board Policies as recommended by the Policy Committee (Second Reading) 

p) CONSIDER Approval of Proposed Board Policies as recommended by the Policy/Student Assignment Committee (First Reading) 

q) CONSIDER Approval of Revised Policy 3460 – Graduation Requirements as recommended by the Policy/Student Assignment Committee (First Reading) 

r) CONSIDER Approval of Rescinding Certain Board Policies as recommended by the Policy/Student Assignment Committee

CLOSING ITEMS

Superintendent’s Update:

Dr. Frank Till shared plans for the Ribbon – Cutting Ceremony for Cumberland International Early College.

Dr. Till notified the Board that he is working on Legislation with Board Member, Michael Boose. They are planning for a Legislative Committee meeting on an upcoming Committee Meeting day in the very near future.

Chairman’s Update:

Mr. Lancaster reminded everyone that October 15 – 19 is National School Lunch Week and the 9th Annual Reading Rocks Walk will take place on October 20th.

Mr. Lancaster thanked everyone for attending the Board meeting tonight.

With no further business, the meeting was adjourned at 6:58 pm.
