The Cumberland County Board of Education met in regular session on Tuesday, February 14, 2012 at 6:30 p.m., in the Board Room, with the following board members present: Larry Lancaster, Alicia Chisolm, Carrie Sutton, Kim Fisher, Macky Hall, James McLauchlin, Mary Emily Royal, and Greg West. Others present were Superintendent Frank Till, Associate Superintendents Mary Black, Tim Kinlaw, Betty Musselwhite, Joseph Locklear and Ron Phipps; Board Attorney David Phillips; CCAE President Wanda Kindell, Fort Bragg Schools Youth Education Support Services Director Glenda Mack, UniServ Director Lagratta Mitchell, representatives of the principals association, representatives of the teacher assistants, and a representative of the media.

Chairman Larry Lancaster called the meeting to order. Pledge of Allegiance was led by Greg West, followed by Greg West giving the invocation.

No attendees registered to speak during Public Forum.

The Board RECOGNIZED Student Representatives Jonathan Hamiter, Student Body President at E.E. Smith High and Jin Ju Kim, Student Body President at Jack Britt High School. Jonathan and Jin were given the opportunity to address the Board on a topic of their choice.

The Board RECOGNIZED the following educators for receiving the Wells Fargo Outstanding Educator Awards:

Paulette Wilmot – E.E. Miller Elementary School
Ana Brickhouse – Reid Ross Classical School
Julie Dees – Glendale Acres Elementary School

The Board received a PRESENTATION of a Proclamation from Governor Perdue proclaiming February 13 – 17, 2012 as “School Bus Driver Appreciation Week”.

The Board RECOGNIZED Nakol Lovett for winning three North Carolina School Public Relations Association Blue Ribbon Awards.

Alexandria Ahwee-Marrah – Hope Mills Middle School

Mr. Lancaster called for a motion to approve the CONSENT AGENDA.

Upon motion by Kim Fisher seconded by Alicia Chisolm, the following Consent Agenda items were approved unanimously:

a) Approval of the MINUTES of the January 10, 2012 Board Meeting

b) Approval of RELEASE OF CERTAIN STUDENTS to attend school in another school district

c) Approval of CCS 2012 CTE MONTH PROCLAMATION

d) Approval of the MEMORANDUM of UNDERSTANDING with FAYETTEVILLE STATE
     UNIVERSITY for CUMBERLAND INTERNATIONAL EARLY COLLEGE HIGH SCHOOL

e) Approval of PERSONNEL, including Certified, Teachers, Teacher Assistants, Classified, Child
    Nutrition, Bus Drivers, and Prime Time

f) Approval of LEAVES OF ABSENCE Requests

g) Approval of ADMINISTRATIVE RECOMMENDATIONS

h) Approval of BUDGET AMENDMENTS

i) Approval of the 2011-2012 SCHOOL SOCIAL WORK WEEK PROCLAMATION

j) Approval of ADOPTING BOARD POLICIES (first reading)

DISCUSSION AGENDA

Upon a motion by Greg West and seconded by Carrie Sutton, the Board voted unanimously to go into CLOSED SESSION Pursuant to N.C.G.S. 143-318.11(a)(3) to consult with our attorney in order to preserve the attorney-client privilege between our attorney and this Board.

Upon a motion by Greg West and seconded by Kim Fisher, the Board voted unanimously to come out of CLOSED SESSION. No action was taken in Closed Session.

CLOSING ITEMS

Superintendent’s Update:
Dr. Till asked everyone to “save the date” of May 3, 2012 for the Student Recognition Night to be held at 71 st High School.

Dr. Till will continue to monitor legislative progress on funding and No Child Left Behind changes.

No updates from Board

Chairman’s Update:
Mr. Lancaster thanked the student ex-officio officers and citizens for attending the Board meeting and wished everyone a Happy Valentine’s Day.

With no further business, the meeting was adjourned at 7:12 pm.
