Cumberland County Board of Education
The Cumberland County Board of Education met in regular session on Tuesday, August 9, 2011, at 6:30 p.m., in the Board Room, with all board members present: Carrie Sutton, Larry Lancaster, Michael Boose, Alicia Chisolm, Kim Fisher, Macky Hall, James McLauchlin, Mary Emily Royal, and Greg West. Others present were Superintendent Frank Till, Associate Superintendents Mary Black, Tim Kinlaw, Joseph Locklear, Ricky Lopes, Betty Musselwhite, and Allison Violette, Assistant Superintendents Theresa Perry, and Ron Phipps; Board Attorney David Phillips; Fort Bragg Schools Youth Education Support Services Director Glenda Mack, Pope Field Airman & Family Readiness Center Liaison Gerald Shonder, UniServ Director Gloria Carter, CCAE President Wanda Kindell, representatives of the principals association, representatives of the teacher assistants, and a representative of the media.
Chairman Carrie Sutton called the meeting to order. Pledge of Allegiance was led by Carrie Sutton, followed by Larry Lancaster giving the invocation.
Ms. Sutton called for a motion to approve the Consent Agenda.
Upon motion by Kim Fisher, seconded by Alicia Chisolm, the following
Consent Agenda items were approved unanimously:
a) Approval of the MINUTES of the June 14, 2011 Board Meeting
b) RELEASE of Certain Students
c) Approval of Recommendations for CAREER STATUS, as recommended by the Personnel Committee
d) Approval of the Principal for CUMBERLAND INTERNATIONAL EARLY COLLEGE as recommended by the Personnel Committee
e) Approval of PERSONNEL, including Certified, Teachers, Teacher Assistants, Classified, Child Nutrition, Bus Drivers, and Prime Time, as recommended by the Personnel Committee
f) Approval of Teachers Recommended for PROBATIONARY CONTRACTS, as recommended by the Personnel Committee
g) Approval of LEAVES OF ABSENCE Requests, as recommended by the Personnel Committee
h) Approval of SPECIAL LEAVES OF ABSENCE Requests, as recommended by the Personnel Committee
i) Approval of ADMINISTRATIVE RECOMMENDATIONS, as recommended by the Personnel Committee
j) Approval of AGREEMENT FOR UTILITY SERVICES AT NEW CENTURY MIDDLE SCHOOL WITH PWC as recommended by the Auxiliary Services Committee
k) Approval of the FIRST AMENDMENT TO LEASE WITH COUNTY OF CUMBERLAND FOR THE WESTERN MIDDLE SCHOOL (NEW CENTURY MIDDLE SCHOOL), as recommended by Auxiliary Services Committee
l) Approval of the CONSTRUCTION CONTRACT FOR EMERGENCY BUILDING REPAIRS AT BEN MARTIN ELEMENTARY SCHOOL as recommended by the Auxiliary Services Committee
m) Approval of the Agreement for SRO SERVICES BETWEEN COUNTY OF CUMBERLAND SHERIFF’S DEPARTMENT AND CUMBERLAND COUNTY SCHOOLS as recommended by the Auxiliary Services Committee
n) Approval of DRIVER’S EDUCATION FEE FOR THE 2011-2012 SCHOOL YEAR as recommended by the Auxiliary Services Committee.
o) Approval of Waiving the second reading and immediately ADOPTING CERTAIN BOARD POLICIES WITH SPECIFIED REVISIONS, as recommended by the Policy/Student Assignment Committee
p) Approval of ADOPTING BOARD POLICY 4130 – DISCRETIONARY ADMISSIONS, as recommended by the Policy/Student Assignment Committee
Budget/Finance Committee Report:
Upon a motion by Greg West, seconded by James McLauchlin, the Board voted unanimously to approve the BUDGET RESOLUTION, as presented.
Legislative Committee Report:
Personnel Committee Report:
Michael Boose made a motion, seconded by James McLaughlin, to APPROVE Rodney Jackson as an ASSISTANT PRINCIPAL of TERRY SANFORD HIGH SCHOOL. The motion passed unanimously.
Michael Boose made a motion, seconded by James McLaughlin, to APPROVE Valerie Johnson-Martin as an ASSISTANT PRINCIPAL of WESTOVER HIGH SCHOOL. The motion passed unanimously.
Upon a motion by Michael Boose and seconded by James McLauchlin, the 2011-2015 ADMINISTRATOR CONTRACTS were unanimously approved by the Board.
Upon a motion by Greg West and seconded by Macky Hall, the agreement with Easter Seals UCP of NC was unanimously approved by the Board.
Remind everyone of the event to be held at the Crown Coliseum on August 18 where Debra Wright will be our guest speaker.
Dr. Till thanked Mr. Kinlaw and his department for the job they are doing at Ben Martin Elementary School. With the hard work of our staff, cooperation of our insurance company, and contractors, Ben Martin Elementary will be open for students on August 25, 2011.
The first day of school for traditional calendar students is August 25th. Teachers return on August 17th.
The Cumberland County Schools Football Jamboree and Cheerleading Showcase will be held on August 11, 2011 at Capel Arena on the campus of Fayetteville State University.
