The Cumberland County Board of Education met in regular session on Tuesday, June 14, 2011, at 6:30 p.m., in the Board Room, with all board members present: Carrie Sutton, Larry Lancaster, Michael Boose, Alicia Chisolm, Kim Fisher, Macky Hall, James McLauchlin, Mary Emily Royal, and Greg West. Others present were Superintendent Frank Till, Fort Bragg Schools Youth Education Support Services Director Glenda Mack, Pope Field Airman & Family Readiness Center Liaison Gerald Shonder, UniServ Director Gloria Carter, CCAE President Wanda Kindell, representatives of the principals association, representatives of the teacher assistants, and a representative of the media.

Chairman Carrie Sutton called the meeting to order. Pledge of Allegiance was led by Macky Hall, followed by James McLauchlin giving the invocation.

Board members heard from three speakers during the Public Forum:

Wanda Kindell, 5604 Firedrake Road, Hope Mills, NC 28348

Elizabeth Dunn, 6539 Hidden Lake Loop, Fayetteville, NC 28304

State Farm Insurance presented a $10,000.00 check to Ben Martin Elementary School to assist with recovery from tornado damage.

The Board recognized Heather Kaiser, teacher at Pauline Jones Elementary School, for being selected by the Advisory Committee and Directors of the Burroughs Wellcome Fund for the 2011 Career Award for Science and Mathematics Teachers (CAMST).

The Board recognized Leah Adams, eighth grader at Reid Ross Classical, for being selected to compete in the Script National Spelling Bee in Washington, D.C.

Ms. Sutton called for a motion to approve the Consent Agenda.

Upon motion by Kim Fisher, seconded by Alicia Chisolm, the following

Consent Agenda items were approved unanimously:

a) Approval of the MINUTES of the May 10, 2011 Board Meeting

b) RELEASE of Certain Students

c) Approval of the 2011-2012 Agreement between Cumberland County Schools and DIVISION OF SERVICES FOR THE BLIND, NC Dept of Health and Human Services, as recommended by the Student Services Committee.

d) Approval of the School Food Authorities proposed Cumberland County Schools MEAL PRICE INCREASE, as recommended by Auxiliary Services Committee

e) Approval of Agreement for USE OF CUMBERLAND COUNTY SCHOOLS’ FACILITIES FOR PERSONAL PHYSICAL EXERCISE, as recommended by Student Services Committee

f) Approval of the 2011-2012 memorandum of agreement between Cumberland County DEPT OF PUBLIC HEALTH and Cumberland County Schools, as recommended by Student Services Committee

g) Approval of the BUDGET AMENDMENTS, as recommended by Budget / Finance Committee

k) Approval of CAREER AND TECHNICAL EDUCATION 2011-2012 LOCAL PLAN, as recommended by Curriculum Committee

l) Approval of PERSONNEL, including Certified, Teachers, Teacher Assistants, Classified, Child Nutrition, Bus Drivers, and Prime Time, as recommended by the Personnel Committee

m) Approval of Teachers Recommended for PROBATIONARY CONTRACTS, as recommended by the Personnel Committee

n) Approval of Recommendations for CAREER STATUS, as recommended by the Personnel Committee

o) Approval of LEAVES OF ABSENCE Requests, as recommended by the Personnel Committee

p) Approval of SPECIAL LEAVES OF ABSENCE Requests, as recommended by the Personnel Committee

q) Approval of ADMINISTRATIVE RECOMMENDATIONS, as recommended by the Personnel Committee

r) Approval of PRINCIPAL APPOINTMENTS, as recommended by the Personal Committee (Vernon Lowery, Principal of Fuller Performance Learning Center and Anne McFadyen, Principal of Brentwood Elementary School)

DISCUSSION AGENDA

Budget/Finance Committee Report:
Upon motion by Mary Emily Royal, seconded by Greg West, the Board voted unanimously to approve ADDITIONAL BUDGET AMENDMENTS, as presented.

Personnel Committee Report:
Michael Boose made a motion, seconded by Greg West, to go into CLOSED SESSION pursuant to N.C.G.S. 143-318.11(a)(6) to consider the qualifications of a prospective employee. The motion passed unanimously.

Michael Boose made a motion, seconded by Greg West, to come out of closed session. The motion passed unanimously.

Upon a motion by Michael Boose and seconded by Greg West, Stanley Douglas was unanimously approved as PRINCIPAL of STEDMAN ELEMENTARY SCHOOL.

ADDITIONAL BUSINESS

Chairman Carrie Sutton opened the floor for nominations for a seat on the FAYETTEVILLE TECHNICAL COMMUNITY COLLEGE BOARD OF TRUSTEES. Macky Hall nominated Ronald Crosby for reappointment. With no other nominations, Macky Hall made a motion to approve Ronald Crosby. The motion was seconded by Michael Boose and approved unanimously.

Superintendent’s Update:
The Cumberland County Education Foundation has received approximately $20,000.00 in donations for the tornado recovery effort thus far.

Principals will be involved in Summer Leadership on June 15 and 16.

Chairman / Board Member’s Update:
Board member Michael Boose commented on a recent “lead in” to a news report regarding guns in schools. Mr. Boose stated the report misrepresented our policy and principals will have discretion in disciplinary measures when Board policy and the safety of students or staff are threatened.

Chairman Carrie Sutton announced that the July regular board meeting and preceding committee meetings are cancelled.

With no further business, the meeting was adjourned.
